Yes she can! I got marry at Orlando courthouse with an expired passport.... but she'll need to rennueve it for the paper work.... the residence etc etc etc... Good luck!

If Florida doesn't work, you should try Arizona, they just ask for a valid ID, the DL will work just fine.

It depends on the state...Las Vegas definetely but you have to have some kind of valid ID...from her country :-)
