Have you actually been to the Philippines to meet her? That's the first requirement.

Her sister isn't eligible to come here at this time. After you're married, and your wife gets her US citizenship, she can petition for her sister. However, the visa will take about 23 years to process (sibling from the Philippines Family 4th Preference).
